You should be able to get the extra 30 hp with a turn and a half like previous poster said. No way ten turns. Far as cover on side, it contains governor linkage to control plunger and access to timing marks on head drive gear. I will point out that if you ever need to know if engine is on number one or number six compression you can observe that timing mark on gear and it will align with mark on housing when engine is about 50 ( if memory serves, not going to look it up right now) degrees btdc number one cyl compression stroke.
