I'd think with a jack, come a long, and a couple chains with boomers you could get it up. Loosen a hose if you need to bleed anything off. Once you have the bucket up, split some pipe to lay on the extended rods and wire tie or duct tape the pipe to rods or cut a couple 4x4s to wedge between the frame and riser.
I keep a couple sky hooks handy for that kinda stuff but back in the day we built a tripod with 3 poles/pipes, etc. and wrapped and intertwined a chain around the top to keep it together. (like a tepee) Then hang your pulley, chain hoist, come a long, etc from the chain.
