Magneto trouble

I've been having trouble with my E-4A mag. It will not ground out completely when I turn the breaker cover all the way up like your supposed to. The engine keeps running on the third cylinder, and I have to pull the plug wire to stop it. Generaly, I turn the gas off to stop the engin, but I would still like the mag to work properly. Is there any way to fix this? I've heard of people having this same problem with F-4 mags too.
