I have had a 656 gas & 756 gas that had those electric fuel shutoffs. There is no fuel adjustment , either they're on or off , works or doesn't work. You can remove it & put in the old style needle valve if you want. I never tried it, some say it helps & some says it doesn't.
Sounds more like you have a restriction somewhere in your fuel supply. If you have checked your screen going into the carb & the one in the sediment bulb I would pull the sediment bulb housing out of the fuel tank & see if the inlet opening is plugged. On older tractors I like to put a piece of copper tubing into the fuel inlet of the housing so that it will stick up about 3/4" to 1" higher. That way if there's any crud in the bottom of the gas tank in the inlet will be above it.
