Super C throttle problem.

Just got my buddies Super C running again. It had been sitting in his barn for 10 yrs. Problem is he does not have any throttle control. It will idle when the throttle lever is all the way back, but as you push the throttle lever forward the tractor does not reave up until your all the way full-throttle and then it seems she's still lacking power.Could the throw-out bearing on the governor shaft be stuck? The timing is perfect and the compression in all cylinders is excellent. Any help would be appreciated.
