I have no records of that carburetor being used on the C. The ones I show are the Marvel TSX-319 and the Carter UT-733-S. There were some Zeniths used also. If the carburetor you have works good once the tractor is running I would look into the choke on it. Usually when you have to spray gas or starting fluid in it's getting too much air when you try to start it. Make sure the choke plate is closing tight. Make sure all the shaft seals are good so it's not pulling extra air in around the shafts. Resrtictions may be restricting the gas flow inside the carburetor.
It may need a good cleaning.
The main problem you are having is too much air and not enough gas when you try to start the engine.
