What rustred says. I don't remember if that gasket is cork, if so excessive tightening will probably make it leak more because you are compressing it too much and also bending the plate. It's probably not cork as it's water, most cork is used for oil. If it's leaking it may be bent already. If what rustred says does not work, remove, straighten and use another gasket, along with the silicone. As to the rest of the gasket, I have had good luck with copper coat. I don't use a torque wrench on lightly tightened bolts.
