I may have missed a post or two, but have you adjusted the gov to carb. Open throttle wide open (engine off) open breather cover(top of vert.to horz. shaft) adjust linkage so that carb butter fly is also in the wide open position via the vertial linkage. Sometimes it takes acouple of ajustments to settle them down. Also if there is much wear on the cross shaft tang that connects to carb throttle shaft, they will surge also.
