With the system IH used the path of the oil was changed when the regulator and saftey valve for power steering was used. Thats the reason for the plug in orfice. The control valve nearest support post is supposed to have one opening toward fuel tank with a 90 degree fitting. From there a U shaped steel pipe goes to a fitting on the regulator, another fitting on the bottom of regulator is the pressure supply for the steering unit. When a power steering regulator is used the plug and other parts are needed. With a non PS system no plug or extra pipes.
