It was apparantly reversed to operate under a low drum picker. The only additional parts you need to restore it to normal forward operation are a set of regular shift forks. Just flip the differential, mount the forks, mount shift lever in opposite side and it is reversed. You will need to turn the front wheel around so it will caster and if the rear tire treads are backwards, swap sides with the tires so the lugs will be correct.
