This is a tough problem you have. There is not much left to try. I would recheck for vacuum leaks and re-gasket/torque manifold. Did you take the manifold off? I would replace the air, and fuel needle and seat, recalibrate float etc. I have two governors home. I noticed there is an additional linkage that the governor spring hooks into on one. The other governor spring was hooked direct to the arm which showed signs of wear. It looked like a replacement without the linkage was used in this case. I noticed a sawed off bolt was inside the spring ... some kind of counterweight? Anyway, have you got the right tension spring and all linkages to go with it? I have no doubt you will solve this problem. Persevere! Worst case scenario if everything else checks out is a replacement of some parts. Lots of "H's" out there. Should be lots of good used parts like you would need!
