The following assumes you are working on a SH or M tractor. If the throtle plate is put in just a little crooked, it will not seat in the bore. If the tang on the carb was not fit into the slot at the carb where the Governor tube attaches, it will do it. The speed adjustment screw shaould idle it down to the point it won't run. If yours does not it needs one of the above. JimN
