Brings up another thought. What kind of lighting do you have? Is it the Bosch no-battery system or the MUCH more common Delco lighting and starting with generator and battery?
If it's the Delco, my best recollection is that it was just a thread of a fuse element inside there, maybe 3 or 5 amps. (A quick spin through teh garage didn't turn up my spares) 20A sounds awful heavy. All that's on it is your lights, so you might want to look around for a short somewhere, chafed wire, bad switch on the rear light if it's a combo . . .
On the really far off chance it's the Bosch system, I've never even laid eyes on one, but I do see that it has two fuses. From the diagrams, one mounted on the switch body, and another separate. No indication in the book of what either of them was for size or load. 8^(
