Nothing special about the end going down into the block. I'd get them more than finger tight and if you can get a stud wrench on them to take then down a little more, more there's no need to go crazy or get finicky on torque at this point.
The tension on the stud (both ends) will be determined when you go to tighten the nuts down once you have the head on.
