I've seen pins sheared off so cleanly that the broken part fills the hole and makes it almost impossible to see. That seems unlikely in this location, but are you sure there isn't a hole in #1 that is filled with a broken pin?
The limiter (#2) is supposed to pivot (front to rear) on the 2 pins that attach it to side plates (#4, #13). You should be able to move it until the ends of the straps (#15, #16) line up with the eye-bolt. The limiter has to pivot for the ends of the straps to follow the radius of the eye-bolt as the lift is run up and down. Could the limiter have been welded to a fixed position? Maybe by the same guy that welded #17? If so, the eye-bolt probably broke the first time he raised the hitch after he welded it. You can probably have a new eye-bolt made, but it may be the least of your troubles.
The rear weights for that tractor were split type. But one-piece weights from an A or B will bolt right on (at least if you have standard type 24" wheels) and should be easy to find.
