Ed - A couple of possibilities: 1 - Wrong spring is installed in the governor. (When you swapped governors did you swap the spring too?) 2 - There is bind in the governor to throttle shaft linkage, or in the throttle shaft itself. Remove the governor riser cover. With the engine stopped and the governor handle at "idle", you should be able to move the bellcrank and throttle shaft with light finger pressure. If the linkage doesn't move freely, find and correct the cause.
