How far do you have to turn the steering wheel before the wheels respond? If about a quarter turn then it can probably be taken out by tightening up the link arm connections. If more than that then it may need bearings replaced in the steering gear box as well as some well worn or broken components in the link arms. The Super A I fixed up needed both as the steering wheel would turn about 3/4 of a turn before the wheels would respond. The parts can be found. I would be more concerned with making sure the steering gear box is not cracked, broken or welded. That is an area of weakness for those tractors if someone hit something solid with the front end.
