The clutch type pto could be tough to shut off with normal adjustments. Discs warp so they drag and also the half moon key in operating shaft wears so you lose some of the movement. If it operates ok engaged I would just work a little more on the external linkage. You need at least a half inch of tension where pawl locks in off position. Lever should just float freely when engaged. I say this as I have seen many operators try to lock the lever in the engaged position, not saying that you are. Should have a nice overcenter snap .
