I haven't seen a tag like that, and that does not look like it was wired at the factory. However, the D following your serial number means 5000 ft alt attachment, and the HA on the tag means high altitude, the 5 meaning 5000 ft. Could have been hung on by the factory or someone who wanted to easily designate which engine was in the tractor, perhaps at the factory or on some dealers lot with a bunch of SM's. Only a guess.
