Yes, it doesn't matter if you are pulling something or not, load or no load.
TA is intended to get you through the places that the gear you are in is making it lug down. Doesn't matter if it's a tillage tool, loaded hayrack,wagon, whatever. When it starts to lug, pull the lever back (I never liked for the tractor to lug down more than 2-3 hundred RPM for any length of time)... when the load eases up, squeeze the handle and push it forward... only time you would not is going down hill with the load pushing the tractor. Also works great when baling... if the windrow is heavier than the baler can handle, slowing the tractor with the TA works great and is smoother than clutching and downshifting. I baled several hundred acres of alfalfa with a 450 and a 50T baler one summer and the TA saved a lot of time or broken shear bolts.
