You might have a hub for an axle-mounted dual. Does it have several bolts that thread into the end?
If it is indeed a piece of solid round bar axle that clamps on to the end of the regular axle, it is a custom piece that somebody made. Barring further information, of course. Somebody might come forward and say, "Hey that's for holding a sprocket that drives some piece of planting/harvesting equipment." Otherwise, it's something somebody made up, and it's not worth much more than its value as a conversation piece as you and your friends muse about what it could have been used for.
