Hugh: I pulled the axle housing off today and slid the brake drum closer towards the axle housing. I didn't have any binding and it bolted right up. I guess the brake drum was touching the differential shaft housing causing the axle to lock-up. Both axles/housings are on but I heard a noise in the left side. I started the tractor in first & second gears. Both sides have new brake bands. Thanks for your help.
