Well I would suggest first when ever you shut down the tractor close the fuel supply off the l shaped handle on the sed bowl under the gas tank. I always put fuel stab in my tanks over the winter all gas engines lawn mower back up gen ect any 4 stroke motor I use some stuff called SEA FOAM When you resatrt open fuel supply up wait a few mins choke it and should run providing all the wiring is correct. Your running prob sounds like a goffed up wiring connection or connections Need to know the system I have a 45 H mag system with cutout. My tractor starts in less than one crank.
