I would agree. It sounds as though you mixed the paint way to watery. If it runs use the air only to blow open any dried bubbles and then flood it with paint and chase the extra paint off with more paint. This will waste paint, make a mess on the floor, cause slower drying but will remove runs and make it look like glass...
