Jim, I think you`re confusing the throttle lever and saw tooth quadrant with the 2 touch control levers. Those 2 touch control levers indeed have friction discs and springs in the assembly.
I have had good success in making the throttle quadrant and lever not slip back like they are prone to do from excessive wear. I have a good triangular file that I sharpen the saw teeth on the quadrant, and I build up with a tiny bit of weld and re-shape the notch on the throttle lever that fits into the saw tooth quadrant. As was posted earlier, make sure the spring is in good shape too.In 10 minutes of work, it can be a good working set up again. Good luck
