Matt - Most likely replacing the 6 volt regulator will have your tractor charging again.
Reason: If the "burned out" regulator has failed open on in cutout circuit (a common VR failure) the generator is now operating open circuited. And open-circuited, a healthy 6 volt generator can develop 12+ volts at idle and 20 - 25 volts at governed RPM.
You might try this: With a known good battery connected and and the engine operating at governed RPM temporarily jumper the GEN and BAT terminals at the VR. If the ammeter shows a strong charge (10 - 15 amps) when the terminals are jumpered a new VR will solve your problem.
