A transmission brake that was set too tight can cause hard shifting like that. Shifting from forward to reverse or reverse to forward involves moving two different shift collars. A transmission brake adjusted too tight may not allow the countershaft to move enough to align the next collar after shifting out of the first. A confirmation of that would be if the tractor would shift if you released the clutch a little bit. That would release some pressure on the transmission brake.
A TA dump valve not correctly adjusted will cause problems getting out of gear or double shifting when releasing the clutch with the TA in the forward position.
