Hi Alex, Check the battery by turning on the head lights and then attempt to start the tractor. If the lights go out or very dim then I would suspect battery or battery connections or ground cable. Next suspect would be the clutch safety switch. Put your VOM on Volts and connected it across the switch connectors, should read 12v with clutch not depressed and 0v with clutch depressed.
