All good ideas going here. Something you brought up got me thinking, Jim. Those two lower bolts holding the shield on are two of those that actually hold the entire PTO assembly on. If they twist off at the head, he could still just remove the entire PTO assembly and treat any twisted off bolt like a stud. And I'm with you on these probably being stuck nearer the top that on the thread.
Heat is still the best first option in my book. And JimN's trick of giving her a nudge in the tightening direction has worked more than once.
