Its a 67 with a IH mower driven by the power take off pulley. Does the pulley turn at the same rpm all the time ? My grass is getting high and the ground is starting to dry up so now is a good time to mow. In the shorter grass it does ok but it deeper grass it wants to bogg down. MY reaction is to throttle up but that make it go faster, if up press in the clutch it will stop.
If you were to run at lower engine rpm s will the mower still go as fast as it would at higher engine rmp . I guess my question is does the pto pulley run at the same rmp all the time ?

The PTO runs the same speed as the engine. If the engine speed is 700 RPM so is the PTO speed, engine 1800, PTO is 1800.
