Kory I would try these 2 things for the next step. With the engine off, disconnect the carburetor from the manifold and work your handle up and down and make sure the throttle butterfly is moving correctly. If not, the governor shaft going into the carburetor may not be in the butterfly slot. Also remove the side governor plate and check your high speed screw setting. On Hs they can get loose and screw themselves out leaving you with one speed.
