yes, a valve can stick an engine. Remove the rocker arm shaft and carefully see if the engine will turn in either direction. Force nothing. If the engine will turn slightly, flood the valve stem with penetrant. Lightly tap on the valve stem observing to verify if it moves minutely. If it does add more penetrant. Repeat the sequence. Once the valve moves, the valve spring will eventually bring the valve up as you tap. If this does not free up the valve, remove the head. Often the head removal is the cheapest method of correction as this method minimizes any induced damage.
