The filler plug looks about like a "regular old pipe plug" but should be drilled for a vent. Take the plug out and look at the bottom side. There should be a hole in the center that goes most of the way up to meet another hole that is cross drilled through the square part of the plug. They are often filled with dirt/oil and the cross drilled hole painted shut.
If there is no vent hole, the original has been replaced with a pipe plug.
