Your service manual will have a section on adjusting the bands on the IPTO. The adjusting screws are accessible under the little sheet metal oblong bubble near where the IPTO lever attaches to the IPTO. It comes off with a screwdriver. I suppose it is possible that the bands could be worn out or destroyed, but I haven't had that problem yet.
If you have a slip clutch in front of the mower right angle gearbox in the center of the deck, that may need tightning or replacement.
