There are two possible sources, the intake valve, or the rings on that cylinder. Both are equally likely. If it is not smoking much, I might consider running it the way it is. Until it fouls the plug enough to misfire on that cylinder continually, it will be OK. A hotter plug in that cylinder alone might assist in reducing fouling. If you use the tractor hard, it might be OK as is. Good luck, JimN
