I have the same problem, There are a few options assuming the float is good. The float is getting hung up on the side of the bowl. Even though the needle and seat are new sometimes the have a coating on them making the hang up. Gently sand the needle with some 2000 grit to get the junk off. The float is not set right. It will not leak when it runs because the vacuum pulls all the gas up
