It is highly unlikely to be the gasket. The gasket only seals the pump assembly to the reservoir. There is no place where the gasket is subjected to pressure so it should leak the same whether or not the pump is under pressure.
If it leaks from the center it is most likely the seal. If it comes down from the side it is most likely a cracked pipe where it threads into the pump assembly.
