Went through the same thing on mine. Started out being annoying and got steadily worse until it wouldn't start at all, even when towed.
I'd bet on the carb. When an old IH feller (used to be the New England Region Service Rep) explained it to me, I felt like a dummy: When the float adjustment gets off or the float gets fuel in it, the tractor floods. When it's cold, that's fine cuz the raw fuel from flooding is just like choking it, so you don't notice it.
When it's hot, the flooding fouls the plugs and it won't start. Towing it just fires the plugs hot enough and fast enough that it burns through the fouling.
I'd be lookin' real close at the carb if it was me.
