Not real familiar with the 404 but the draft control linkage may have came off the spool or be broken.Had one on a 444 done that once and it wouldn't go down either. Again, I have no experience on the 404 but if the lift unit is like the unit on 424/444's you can remove the top link bracket to access the draft control linkage.
