Everybody has their favorite theory. If the bolt is flush, take a flat washer which is the same size as the bolt and weld the washer to the bolt. Many times the heat of the welding will loosen the bolt. Before trying to turn the waher and bolt with a visegrip, tap the end with a hammer to help jar it loose.
