Hey, this sounds very familliar. I've been down this road before. The guides are supposed to have the holes in you described. The area around the tappet guide is NOT the water jacket. There is another "wall" between the area where the guides are located and the area where the sleeves are located. The holes are essential for letting oil into the guides for lubrication. don't close them. The best way I found to remove them is to carefully heat the bottom of the tappet guide from inside the bottom of the engine and then tap the tappet with an old push rod from the top. If that fails, take a piece of tin, make a shield for the cam and cut the tappet off with a torch. I've been forced to resort to this method also. Hope this helps.
