Don't know how high up it is, but may have been plumbed in to drain the oil or pump it out. Or maybe had a place to attach a guage for a psi test which would require a valve. May have been a bleeder valve or something.
Is the valve marking on the valve or on the hyd. control and does it look like a factory marking?
Does this spigot have a male thread water hose connection on it? Try a water hose to see if it screws on. Is this one like on a house with a round or lever handle? Google plumbing or hose fixtures to find a pic of it if you can't take one. Might have had an original hyd. valve but it got broke off of something.
