If the valve stem is pitted then i doubt that it will hold a new seal or O/ring as here i am not sure on what it has been to long since i was in one of them . So two choses here try an new seal or o/ring and install the dust cover and see what happens or try and get a new valve stem and fix the problem . Now the down side of all this is that when ya remove the top nut that the linkage fits to you will disturb the pressure setting of the PTO and to reset you need the special test fitting and a pressure gauge to reset. As the stem screws up in to the nut to pull the stem up feather to increase lock up pressure , So if it is not pulling up far enough the clutches will slip under load and if to high then ya can blow the clutch pac out past the snap ring or warp the clutches.
