Ok, I got it. That thrust bearing is in perfect condition. The one needle bearing on the rock shaft is frozen up and the other turns but sticky. I'll replace both. Guess I will have to replace rock shaft bushing and seal as well because I believe you have to drive out the needle bearing from the outside. My NAPA dealer can get the Torrington BH 68 bearings for $5.10 each and the 1/2"x 5/8" x 3/4" long bronze bushing for the gov casing. I'll buy new Gov spring and gov shaft bumper spring, too. Really, the only problem I can find is the speed control lever shaft is wobbly in the Gov case other than that the old '51 gov looks pretty good. The gov was not working at all. I set a throttle opening it would stay there regardless of engine rpm. Not like my Cub which holds speed regardless of the load. Anything else I am missing before I order the parts from IH? That's quite a website they have for ordering. Looks just like my parts book.
