560 hydraulic pump

I have a 560, that the hydraulic pump will surge when the tractor is first started up. I thought that the valve for the fast hitch was at fault, but I reapaired the broken components in it. The pump is new the check valve for the hitch is ok, and the relief valve is ok. Can anyone help. For better clarity the hose from the pump to the valve stack. is the one the surges. The System will some times go over relief pressure too for no reason. I can not get it to stop. By shuting the tractor off and letting it sit over night, then the system won't be dumping over pressure seemes to be the only way to get to to stop.
