I know of two shops in my area (MA) that specialize in torch cutting steel. All they need is a template, a sample, or full size drawing to reproduce the tongs. The drawing would look like the picture in this post.
If you look at the picture I posted on the other post in this thread, you will see two 1" thick arms that I subbed out to one of the shops. It cost me $25 for cutting the pair last year. I furnished the steel. The materials for tongs shouldn't cost more than $50: probably less.
