Ron: The items you listed usually cure these. You don't need to add lubricant, the governors are lubricated by timing gears with crankcase oil. It's 20 years since I did governors on my SA and 130, still both working well, so I must be right. 20 years ago I had no one to ask, however when I took mine apart everything happened as you describe, even the bearing falling apart.
