Hello, You may be experiencing something similar to what I did with my 560 D when I bought it. It would act like you're talking about, but also wouldn't really run smoothly at high rpm. After describing the symptoms to at least three dealers, I called a small repair shop that focused on IH tractors in Centralia, Kansas. It is called Elmer's Repair Shop. The kind gentleman I spoke with said that I should start the motor and get it warmed up. Then, on the back side of the injector pump (opposite from radiator side) and on the side closest to the cylinder block, there is a small adjustment screw. It is held snug with I believe a 7/16 lock nut. With the engine started and running then you loosen the lock nut and screw the adjustment screw in or out until it smooths out. He was absolutely correct. The tractor idled smoothly thereafter, had no surging and also runs just as smoothly at high rpm. This may not cure your 560's problem, but its worth a try before encountering more expensive repairs. As a side note, I've also heard of IH owners talking about installing a heavier spring on the governor------I'm not familiar enough to know what this entails, but someone else may be able to advise you on this, if the screw adjustment doesn't clear it up.
