To me from here in central MN, it looks like a point load fracture of the dry sleeve that broke out the block casting as well. I would usegrinder a dremel grinder to remove the chip, then run three or four fast weld beads down the length of the sleeve, missing the hole, and pull it out. The weld shrinks the sleeve. JimN
