I think you should look at pump displacement per revolution usually in cu.in./rev before you buy a PTO pump. In other words, buy one according to that feature.
This will determine the cycle time of your splitter when you compute the displacement of the hydraulic cylinder...and note the cylinder will have slightly different volumes on each side of the piston...on one side the rod will occupy some of the volume.
So you use cu.in/rev x PTO rpms to get a cu-in/min figure. You have a certain number of cu-inches of the cylinder to fill, and so you can get the number of minutes needed to cycle the cylinder in one direction.
